Assemblymember Dixon Calls for Special Session to Address Fraud and Oversight Failures

Points to billions in spending and ongoing oversight concerns, urging greater accountability. 

SACRAMENTO (April 16, 2026) – Assemblymember Diane Dixon (R-Newport Beach) joined California Assembly Republicans at a press conference yesterday morning to call for a special session of the Legislature to address fraud across California’s state programs.

Concerns about fraud have been prevalent for years in programs like Medi-Cal, the Homeless Housing Assistance and Prevention Program (HHAP), and infrastructure projects like the High-Speed Rail.

“It is well known that the state of California has spent billions upon billions trying to address the homelessness crisis in our state,” said Assemblymember Dixon. “To put the scope of this problem in perspective, the state has spent, at last count, more than $37 billion of taxpayer money since 2019 for housing and homelessness-related programs across the state. There has been a shocking lack of accountability within this fragmented approach to providing homelessness services.”

Despite the enormous amounts of money, California’s homeless population is estimated to exceed 161,445 (up 7% from 151,000 in 2019), raising serious questions about whether these programs are delivering results.

In the meantime, the tens of billions of taxpayer dollars that have been mismanaged and wasted in the failed attempt to improve homelessness could have been better spent on tackling the current affordability crisis that millions of Californians are facing.

California Assembly Republicans want real solutions for real problems. This special session will examine the full scope of fraud, identify failures in oversight and advance reforms to protect taxpayer dollars. Californians deserve better and it starts with finding out where the billions of dollars went.
