SACRAMENTO (October 7, 2025) – Assemblymember Diane Dixon’s (R-Newport Beach) Assembly Bill 1239 was signed into California Law by Governor Gavin Newsom on 10/06/2025.
“Human trafficking is a priority issue of mine and I am thrilled to announce that AB 1239 was successfully chaptered into law” said Assemblymember Dixon. “AB 1239 is crucial in developing a more cohesive reporting requirement for human trafficking survivors by requiring the Department of Justice to include information on the arrests for human trafficking and the number of individuals who have been a victim of human trafficking on the OpenJustice Web portal.”
Notwithstanding the positive steps taken by the legislature to tackle human trafficking and provide services to victims, there is still a significant lack of data on human trafficking within California. Regrettably, the most recent Department of Justice report on human trafficking was released in 2012 and there is no explicit requirement for the Department to provide data on human trafficking or the victims of human trafficking on the OpenJustice Web portal.
Assemblymember Dixon worked closely with the bill’s sponsors, 3Strands Global Foundation. “Accurate data means stronger prevention and better protection for survivors. We thank Assemblymember Diane Dixon and her team for championing this legislation and for recognizing that every number represents a person, a story, and a chance to intervene. “Human trafficking has no place anywhere in our State. We must take every step possible to help victims and their families overcome the devastation of human trafficking and should continue partnering with organizations to raise awareness and bring a swift end to this reprehensible practice,” said Assemblymember Dixon. “My goal is to end human trafficking in its entirety. Even a single victim is one too many.”
